[midPoint] Automatically starting role request workflows

We will be probably releasing
<https://github.com/Evolveum/connector-manual-sample> sample ITSM plugin
(smth like connector) that integrates remote ticketing system (customized
Remedy) with midPoint. Assigning role leads to "manual" ticket being
created in Remedy rather than directly provisioned to the resource via
standard connector. M.
