[midPoint] How to make choice between two different approvals?

Hi guys,
I'm trying to understand is it possible to reach the following approval
configuration in declarative way:

1st approval declared for approval by managers
2nd approval declared for approval by default approvers

If there is at least one manager than 1st approval only
If there are no managers then 2nd approval only

Is there appropriate suitable merge technique? How to use
"mergeOverwriting" and can it be useful for this case?

Of course I can calculate right list of approvers in expression but it is
not what I'm looking for.

Have you any ideas?
