[midPoint] Midpoint 4.8.1: Disabled Clustering for non-subscribers

You can still use PostgreSQL in production, as long as you don't use the
(legacy) "generic" SQL adapter but instead use the "native" PostgreSQL
implementation (available and recommended to use since MP 4.4).
