[midPoint] ScriptedSQL Recon task, slows gradually

Yes, for now, I set a scheduled task in windows to restart the service once
weekly. Between this and the shadow effectiveStatus I think i have enough
motivation to get midpoint updated to the latest version. I will be setting
up a new instance, the latest version needs java 8 and our current cluster
is tomcat7/java7 with many other web apps running so I cannot change the
version since it would affect all other applications.
