[midPoint] password policy configuration

Hi Oskar,

I think we're tracking this feature as
https://jira.evolveum.com/browse/MID-1657 "Value policy: excluding
user/account properties". Currently targeted for midPoint 3.5.

My coleagues from development may be able to suggest some workaround.
