[midPoint] Password policy not applied when changing password from projection

I filed a bug for this here: https://jira.evolveum.com/browse/MID-3301
Also found that the password policy also doesn't apply if the user uses the
credentials page and only chooses that particular resource, without
choosing the midPoint repository.
