[midPoint] Filter not working but the other does

You can disregard this, or close, this was a user error, or an error on my
part!

I looked at this some more last night to compare and debug, using !=
'OU=Org,DC=Test,DC=Local' works like it should.

The entire filter issue was not firing because I had an incorrect recipient
expression!! After fixing that, all seems to work now.
