yes this looks like a JCE problem.<br>
Which Java are you using for Tomcat? And which Tomcat version?<br>
Have you restarted Tomcat after JCE installation?<br>

I'm running Java 1.6.0_26 (ubuntu package) with downloaded JCE
policy files, and Tomcat 6.0.32, this configuration works.<br>
<br>
For reference, these libraries (file sizes) on Ubuntu:<br>
-rw-r--r-- 1 root root 2465 2011-12-16 10:00 US_export_policy.jar<br>
-rw-r--r-- 1 root root 2481 2011-12-16 10:00 local_policy.jar<br>
