[midPoint] HR source UNMATCHED account don't create a new user

Hello, I have created a simple HR system by using a csv file. I configured the mapping, the correlation and the synchronization (where unmatched situazion is configured as "add focus" action. When I run the import task, the system gives "unmatched" situation for an account, but no new user are created in the system.
The statistics of the task shows:

Original state:    Unmatched
Synchronization start:  Unmatched
Synchronization end:   Unmatched
Exclusion reason:
Succeeded:  1
Failed: 0
Skipped:    0
Total:     1

What is missing?
