[midPoint] Object certification campaign,

I am looking for a way to allow the organization manager to certify their users (not assignment or inducement, but the object itself, existence or status)
My understanding is that is not possible with the standard handler (handlers-3#direct-assignment) but possible by developing a custom handler ?

Do you confirm ?
