[midPoint] Role with the assignment ability

Hello!

I'm trying to set up the "Manager" role with some restricted features. Through this role I'm going to provide the manager with the ability
of making the new Assignment of the any user at MP dashboard (Users->some user->Assignment).

Could you please help to me to create this feature (assignment ability) in role configuration (at xml format)?
