[midPoint] midpoint maintennance mode

Hello everybody,

currently we have issue that users have access to production midpoint
during release. (during uploading configurations)

What is the recommended way of going ro maintennance mode during deployment
when midpoint should be accessible only by administrator performing
deployment?
