  Add Assignment Constraint panel

Related to #10875

1. Is it ok to add Assignment Constraint as a separate tab on the
assignments details panel. Or should it be a part of Basic tab?
2. Make it for both assignments and inducements? (in the ticket it is
said only about inducements).
3. The order of the Assignment Constraint tab (if it is implemented
as a separate tab)?
