  Overhaul of the rest of Jenkins pipelines

1. JNLP memory is raised to 4Gi in an attempt to fix #4863 and/or #4862.
2. Param BUILDER_CPU is now a "midpoint" between CPU request and limit.
Limit is set to 2x BUILDER_CPU, request to limit / 4 (at least 1).
