  Replace compliance dashboard link w/ feature page

Instead of linking the Compliance dashboard page that's only in 4.10 using `xrefv`, I am linking the related section in the planned feature page to which I've added a link to the Compliance dashboard page.
I will do this change also in master to make cherry-picking easier in the future.
