  remove link to now-decommissioned dashoards-howto

The dashboards howto page was in the `docs` repo (non-versioned) and it has been decommissioned and merge under [ /midpoint/reference/admin-gui/dashboards/ ] (`midpoing` repo, versioned). However, the new page it replaces it in newer versions will not be backported to <4.8. Hence, removing the links altogether.
