  Fix setTargetRef ignoring relation

For single-valued references, setTargetRef/targetRef methods
(delegating to PrismForJAXBUtil#setReferenceValueAsRef)
failed to update relation and a couple of other items if there
was already a value present. This commit fixes that.

This resolves MID-10578.
