  Downgrade maven-deploy-plugin

The upgraded plugin fails on javadoc module with "The packaging plugin
for this project did not assign a main file to the project but it has
attachments. Change packaging to 'pom'." (When building in jenkins.)

I hope this downgrade will fix it.
