  repo-sql-impl: fixed population of some RFocus fields (RUser before)

In 2018 fields locale, timezone, preferredLanguage, emailAddress
and telephoneNumber moved to m_focus table, but their population got
stuck in RUser; now it was moved to RFocus#copyFocusInformationFromJAXB.
