  initial project .editorconfig with IDEA extensions

IDEA will use this automatically when File | Settings | Editor |
Code Style, tab General, checkbox Enable EditorConfig support is ON.
This overrides any chosen Code Style. After the code style is modified
it has to be exported into this file again to take effect.
