  Implement more strict checks on filters (MID-3614)

Type and Exists filters are now more strictly checked during
preliminary parsing. This disallows importing e.g. roles having
authorizations with invalid filters. But it also means that existing
roles with invalid filters cannot be fetched from the repository.
