  Disable failing test in model-test

The test fails because now the rule enforcement is more agile:
occurs as part of the projector, not among hooks.

  Restrict enforcer to INITIAL clockwork state

This was the behavior of old policy enforcer hook. We keep it
avoid unexpected change in functionality.
